All interested adult citizens from the municipality can participate in the FORUM. Usually, the FORUM is comprised of ten working tables the most, each of them comprised of five to ten participants. Working tables represent various social and economic interests and views in the community. Working tables structure the forum discussions and define the project selection. All tables have equal rights and "weight" in the project selection process.

When establishing the FORUM tables, the following must be taken into account:
  • Women to be represented with at least 40% on the forum tables;Ethnic minorities to be part of working tables according to their social and economic interests, thus to avoid purely ethnic working tables.
  • Non-governmental organizations to participate in topics related to their field activities instead of establishing separate NGO tables.
Among the working tables, the following must be mandatory established:
  • Municipal Council's table
  • Free table (for citizens that have not found their social and economic interest on the other tables)
  • Operational Group's table (which does not participate in discussions and project selection).
Interim working groups are established for the work between two sessions. They prepare information on the topic that will be discussed, collect feedback from social or professional groups and turn project ideas into projects.
