The Forum Coordination Unit of the “Community Forum Program” serves as the focal point for the program. In 2006/2007 the Swiss Agency for Development and Cooperation supported the Community Forums Program in three pilot municipalities: Gjorche Petrov, Kichevo and Prilep. The Program, in cooperation with ZELS, was implemented by the Center for Institutional Development (CIRa)  and the Foundation Open Society Institute (FOSIM). Following the successful finalization of the pilot phase is was decided that the program would be upgraded . As a result, in the next three years (2008-2010) up to 25 municipalities would be included in the program. Consequent to this decision, the need arose for establishing a body that would coordinate the Community Forum Program. The role of the Forum Coordination Unit (FCU), as its name explains, is coordination of the program at the operational level which includes planning, training, public relations, networking and administrative support to all involved actors as well as monitoring of the program implementation process.
