  The participants join in the discussions at the main presentation of the priorities of the municipality for 2010 and the development programmes, introduced by the Mayor, Argetim Fida, who put emphasis on the capital investments of the Municipality.
  The investments include the Iliria boulevard, development of the road infrastructure and the sidewalks of the new economy zone (the former army barracks), reconstruction of the facilities of the former army barracks for the purposes of the English language faculty, installing water gauges and metering valve, in the settlements, developing the building of the fire fighting service and development of the torrent of the river Vakofonska.
  “As a citizen of Debar and as an activist of NGOs, I believe that the local government, together with the citizens will focus the funds on projects much like the ones that are proposed by the local self-government but this time with the support from the citizens", pointed Drtan Lesi from the NGO “One dollar for Debar”.
According to him, the Community Forums Programme enables the citizens to become directly involved in activities that contribute for the better future of Debar.
   The development programs presented at the second session read as follows:
Construction of a drinking water reservoir, development of the irrigation system, asphalting the road to Bomovo, finishing the second layer of the road to Mogorce, developing the 4 000 m2 –f the running track around the sports hall, developing the roads and landscaping the parking lots at the Debar Lake, developing the fecal sewage and the watering system to the town collector, developing the town market, developing the main promenade in a pedestrian zone along with new public lighting, new alley, new atmospheric sewage and granite tiling, developing and paving the sidewalks on “Atanas Ilik” and “Beton” streets, finalizing the water supply for the village Gorno Kosovrasti, developing the road to the village Baniste.
  “I hope that the objective of the project sessions will be achieved”, said Fardija Mustafovksa, teacher at the OU “Riste Ristevski” in the villade Dolno Kosovrasti, which also participated in the previous cycle of Programme Forums. 
  “The sessions achieved so far been have shown that the funds need to be focused to the rural areas as well, not only in Debar”, added Mustafovska.
  The funds of the municipality and SDC, amounting to eight million denars will be allocated for the realization of projects that the citizens will determine within the frames of one of the project from the budget of the municipality.
