Topic - The topic of the Forum is one of mutual interest that demands inter–municipal cooperation important for all municipalities involved. This type of Forum is open to neighboring municipalities with similar social-economic profile

Forum sessions - The citizens will determine their interest on the topic, and afterwards at the following forum sessions they will carry out an in-depth analysis, determining specific problems and proposing solutions. The sessions proceed upon the principle of rotation of each of the municipalities, and the transport of the participants “visitors” to the venue where the Forum is organized is provided by the municipalities.

Working tables – The forum participants are divided into working tables in accordance to their joint interest in the selected topic and not on grounds of which municipality they belong to (for ex. the representatives of the business sector from different municipalities sit at the same table)

Budget – The Municipality will participate in the Project fund, where the funds will be spent locally in accordance with the decisions adopted at the Forum. The Project fund for each Forum (each municipality) is comprised of financial assets allocated by SDC on bases of the participation provided by the municipality.
The funds provided by SDC and the total amount provided by the municipalities  create the joint project fund of the inter-municipal forum.

The right to participate is awarded to all the municipalities in Republic of Macedonia that meet the criteria for application regardless whether they have previously been included in the Programme or not.
