The Foundation Open Society Institute - Macedonia (FOSIM) was established in 1992 as the representative office a foreign person, while in 1999 it was registered as national legal person - foundation, in compliance with the Law on Citizens Associations and Foundations. FOSIM is part of the SOROS Network in Central and Eastern Europe.
FOSIM's mission is internal integration of Macedonia as a precondition for the integration in the European Union.
Dedicated to the promotion of open society, FOSIM initiates support and implements a wide range of programs. The Foundation meets its goals by means of:

• Awarding grants, loans and other types of financial support - single or continuous - for natural and legal persons implementing activities in compliance with FOSIM's mission;
• Implementing operational programs for promoting innovative ideas and for the development and growth of natural and legal persons whose activities are in compliance with FOSIM's mission, and 
• Performing other humanitarian and developmental activities the Founder and the Management Board believe are appropriate for the implementation of FOSIM's mission.

"Community Forums" Program is implemented within FOSIM's Civil Society Program. The Civil Society Program aims at encouraging open society and civil values and principles development by supporting non-governmental organizations and citizens’ initiatives, as well as by advocating and lobbying for implementing the democratic practices and civil participation in public policy making. Civil Society Program's priorities are:

• Civil society's capacity building for public policy making, advocacy and lobbying;
• Monitoring and/or facilitating public policy making and implementation;
• Partnership building for community development among NGOs, public institutions, local authorities, media and the private sector; 
• Equal participation and access in the public life of minority and marginalized groups; 
• Civil participation and impact on the EU accession process and the reform processes.
