Municipality of Kicevo is the centre of the Kicevo region, located in the western part of the Republic of Macedonia, accommodated in the Kicevo valley, which represents a clearly shaped natural unit, surrounded by high mountains. Kicevo spreads on a territory of 49 square kilometers. According to the population number, Kicevo is the biggest community with approximately 52.5% of the total number of population in the region. Main economic feature for the region is the Mining and Energy Plant "Oslomej" with a capacity of 660,000 KV/h annual generation which makes it the first facility of such type constructed in the Republic of Macedonia.

Despite the mountainous surrounding of the regions, Kicevo has a good road infrastructural connection with the other regions in the country.

The demographic structure of the population in the Municipality of Kicevo is diverse and interesting. Municipality of Kicevo (according to the 2002 Census) has 30,138 inhabitants, 15,143 of which are men (50.2% of the total population in the municipality) and 14,995 women (49.8% of the total population). Kicevo is a multiethnic community. It encompasses 16,140 Macedonians (53.6% of the total population in the municipality), 9,202 Albanians (30.5% of the total population), 2,430 Turks ( 8.1% of the total population in the municipality), 1,630 Roma (5.4% of the total population in the municipality), 76 Vlachs (0.3% of the total population in the municipality), 86 Serbs (0.3 % of the total population in the municipality), 7 Bosniaks, while the other population is accounted for 567 inhabitants or 2.1%.

Historians have noticed that in the vicinity of today's Kicevo there was a town named Uskana which is mentioned and related to the wars of the Macedonian King Perseus with the Romans in 170-169 BC. Other data are not known, nor can it be said with certainty where the town was located or who build it.

Kicevo has been mentioned for the first time in 1018 in a Charter issued by the Byzantium Imperator Basil II as a location Kicavis, which in church terms belonged to the Ohrid Archbishopric after the disintegration of Samoil's Kingdom. The town was populated by the Brsjaci tribe which was predominantly an agricultural and cattle breeding tribe. It has also been mentioned by the Ohrid Archbishop Teofilak in the 11th century, while certain written sources also mention the Kicevo Triodion written by the grammar Georgi. In medieval century, the mentioned territories fall under the medieval Serbian state, which has been confirmed by the gift certificate issues by King Milutin, who in 1294 has entrusted many gifts to the monastery St. George in the village Knezino. By the end of the 14th century, Kicevo and its region fall under the Turkish Empire. After conquering it, the town was turned into a military and administrative centre. With the growing influx of foreign capital by the end of the 19th century, the Turkish Empire showed interest in exploiting the mining wealth of the region, particularly copper and manganese, while the town started construction and communal development. At the foot of Kicevo Fortress, the Town Clock was constructed, as well as a nice fountain with drinking water in the centre of the town.

The first steps of the Macedonian Revolutionary Organizations were initiated by the revolutionary work of Deacon Josif from the Virgin Mary Monastery (Entry into the Temple of our Most Holy Lady Mother of God and Ever-Virgin Mary) and of the teachers in several Kicevo villages. After visiting and establishing initial contacts with the expatriates from Kicevo villages, Pere Tosev together with Josif established the first armed brigade in 1878 led by Duko Tasev, and one of its members was Jordan Piperkata. They would later become known as the leaders of the known Brsjacka rebellion in 1880. On August 2, 1903, the upraising led by Arso Vojvodata and Jordan Piperkata was initiated, with freed territories held until August 9th, when the uprising was stopped in blood. During the Balkan Wars and the two World Wars, Kicevo and the region share the destiny of all the Macedonian towns. The fight for freedom continues under the leadership of Kuzman Josifovski Pitu. It will remain written that Kicevo was the first liberated town in Macedonia during the Second World War. Special prides of the city are the two national heroes - Mirko Mileski and Miha Mihajloski, and for the other 555 fallen fighters a monument has been raised on the Kitino Fortress. With the historical referendum held on September 8th, 1991, Macedonia becomes an independent country and starts developing its pluralist system and market economy, and Kicevo enters the transition system.

Today, Kicevo strives to develop in the field of economy, education, sports, culture. As all other municipalities in the Republic of Macedonia, its expectations are that the process of decentralized governance and strengthening local self-government will contribute to the improvement of living standards for its citizens.

EQUAL ACCESS FOR ALL - OVERCOMING ARCHITECTONIC BARRIERS BY CONSTRUCTING ACCESS RAMPS FOR PERSONS WITH SPECIAL NEEDS
Project holder: Association of Physically Disabled Persons - Kicevo
Budget: 1,408,200.00 MKD (own contribution 202,000.00 MKD, SDC donation 890,100.00 MKD, municipality's contribution 316,100.00 MKD)

Institutions in Kicevo do not provide access for persons with special needs. Architectonic barriers are just one of the obstacles faced by these people in their societal life. In order to overcome these needs, the construction of access ramps to public buildings in the Municipality of Kicevo was considered necessary. Accessibility of these facilities will contribute to strengthening the self-confidence of the persons with special needs and physical disabilities, as well as for elderly and feeble people, while the possibilities for independent movement will contribute to their integration in the everyday life, hence securing equal conditions for exercising the fundamental human rights of all citizens. This will enable better and more effective operation of institutions in terms of securing equal services for all citizens.
The project is primarily intended for persons with special needs and physical disabilities from the Municipality of Kicevo and the neighboring municipalities in the Kicevo region. The project intervention will construct 9 access ramps in a total of 6 public facilities as follows: Secondary State School "Mirko Mileski", Public Health Care Institution "Zdravstven dom", General Hospital - Kicevo, Employment Agency - Kicevo, State Geodesy Bureau Cadastre - Kicevo, Cultural Centre - Kicevo, Intercity Bus and Rail Station.

LANDSCAPING THE SQUARE AND THE PEDESTRIAN ZONE
Project holder: Municipality of Kicevo
Budget: 7,439,125.00 MKD (SDC donation 5,531,075.00 MKD, municipality's contribution 1,908,050.00 MKD)

Kicevo needs to preserve its old town nucleus, to revive the "korzo" tradition, as a place where citizens would gather, spend time together and recreate, as well as a place where cultural and entertainment events can be organized. This project aims at defining and creating a pedestrian zone and a square in Kicevo that would contribute to the improvement of the overall condition in the central city area, but would also increase the possibilities for preserving the Kitino Fortress, which is of great importance for the citizens of Kicevo.
The implementation of project activities will result in the landscaping of the area between the temple Sts. Peter and Paul and the building "Stara sloboda", construction of the atmospheric water drainage channel, refurbishment of streets and sidewalks and putting street lighting. The space will be enriched with urban equipment and horticultural landscaping activities will be carried out.

RECONSTRUCTION OF THE SPORTS CENTRE - SOKOLANA

Project holder: Municipality of Kicevo
Budget: 2,400,885.00 MKD (SDC donation 1,805,535.00 MKD, municipality's contribution 595,350.00)

The existing sports facilities in the Municipality of Kicevo do not meet the population's needs - in terms of their number, nor in terms of the quality of activities offered. Project's goal is to increase the sports facilities in the Municipality of Kicevo by reconstructing and refurbishing the sports centre "Sokolana" where sports events and activities will be organized that would contribute to the greater mutual understanding among young people and overcoming the social and ethnic differences between them, as well counter fighting the contemporary vices and creating healthy offspring. The project is intended not only to meet the needs of the fifteen sports clubs and the five cultural and art societies together comprising a membership of more than 2000 members, but to bring benefits for the overall population in Kicevo.
The project anticipates complete reconstruction of the sports centre "Sokolana", by means of refurbishing the roof, the facade and placing new entry doors and steps, refurbishing the walls and windows, placing new floors, refurbishing the toilets and bathrooms, placing new lights and landscaping the surrounding area.

Project's goal is to promote and preserve the traditional cultural values by creating conditions for continuous realization of the activities organized by YO -CAS "Niko Pusoski".

2) IMPROVED INFRASTRUCTURE - INVESTMENT IN HIGH QUALITY EDUCATION
Project holder: Municipality of Kicevo
Partners: Primary and Secondary School "Mirko Mileski", Primary School "Sande Sterjoski" and Primary School "Vladimir Polezinoski"

This project's goal is to improve the infrastructure of the Primary Schools "Mirko Mileski", "Sande Sterjoski" and "Vladimir Polezinoski" as a precondition for appropriate implementation of the education process.

3) RECONSTRUCTION OF THE FIRE-FIGHTING CENTRE

Project holder: Voluntary Fire-Fighting Society - Kicevo
Budget: 5,007,686.00 MKD (own contribution 717,852.00 MKD, requested from SDC 3,034,724.00 MKD, municipality's contribution 1,225,110.00 MKD)
The project's goal is to create better conditions for the operation of the Voluntary Fire-Fighting Society - Kicevo and of the territorial fire-fighting brigade, as well as for normal organization of the fire-fighting protection in the Municipality of Kicevo by reconstructing the Fire-Fighting Centre.

4) SOLVING THE TRAFFIC JAM AT THE UNDRPASS OF THE HIGHWAY ROAD SKOPJE-OHRID

Project holder: DOOEL INZENERING - AG - KICEVO
Partners: Local Self-government Unit KICEVO, Public Communal Enterprise "KOMUNALEC" - KICEVO
Budget: 5,819,010.00 MKD (own contribution 901,120.00 MKD, requested from SDC 3,451,280.00 MKD, municipality's contribution 1,424,800.00 MKD)
This project's goal is to enable continuous and safer traffic and connectivity for the people from the settlements of 22 Dekemvri, Potkrusino, village Osoj, Podrastani, Rastani and the new settlement Meksiko with Kicevo, by reconstructing and widening portion of the underpass of the highway Skopje-Ohrid with an additional track.

5) KICEVO INTO A BRIGHTER FUTURE

Project holder: Municipality of Kicevo
Budget: 5,906,740.00 MKD (requested from SDC 4,422,100.00 MKD, municipality's contribution 1,484,640.00 MKD)
The goal of the project "Kicevo into a Brighter Future" is to improve the lighting in Kicevo and to save electricity by changing the streets lights on the main streets in Kicevo.


Recommendations

Citizens participating in the forum sessions have provided the following recommendations to the Municipality of Kicevo in light of improving the conditions in the municipality:
1. Upgrading the town's communal infrastructure (removing of town's green market, paving roads, securing parking sites);
2. Upgrading and enriching sports facilities (constriction of playgrounds, sports terrains, reconstruction of the football stadium seats of the FC Vlaznimi, etc.);
3. Supporting the NGO sector in Kicevo (providing premises, equipment, and like); and
4. Promoting cultural events in the town.
